Closing Gaps Between Engineering and Construction

An engineering to construction handoff connects approved design information with the people responsible for building, inspecting and operating an asset. It identifies which documents govern the work, who resolves open questions and what must be complete before the next activity begins. For capital projects, those connections deserve a place in the execution plan.

The U.S. Energy Information Administration’s October 2026 outlook forecasts continued growth in commercial and industrial electricity demand in 2027. As owners plan infrastructure and facility work, project readiness includes the coordination between engineering, procurement and field teams.

Define the handoff before the work starts

The Construction Industry Institute’s interface management research describes the value of establishing responsibilities and information exchanges early. An interface is a boundary where one team’s deliverable becomes another team’s input. A vendor drawing needed for foundation design is one example; an approved inspection plan needed before installation is another.

A practical handoff record identifies the deliverable, its current revision and the person responsible for accepting it. It also records the due date and any unresolved condition. This gives the project team a way to distinguish information that is ready for use from information still awaiting review.

Connect the schedule to field readiness

An activity can appear ready on the schedule while a prerequisite remains open. Equipment may be delivered before access arrangements are finalized, or an installation crew may be available before required inspection coverage is confirmed. Reviewing these dependencies together makes the outstanding work visible before mobilization.

Field changes need the same discipline. When an existing condition differs from a drawing, the team needs a defined path for technical review, approval and distribution of the revised information. Closing the issue includes updating the people who rely on that information, as well as the document itself.

Carry the record through turnover

Construction completion creates another handoff: the transfer to operations. Updated drawings, inspection records and equipment information need clear ownership during execution so the turnover package can be assembled as work progresses. The operator can then see what was installed and which items remain open.
